not required. Get a Pokemon that can learn dig on the plane. You need a Relicanth (North underwater Sootopolis to Rock City) and a Wailord. And surfing, diving, lightning and break the stone.
You can get in the Lilycove Department Store. Or you might have a friend who has beaten the game and to keep digging not clone combat tour with clones and give it to you. Or ask your friend to trade.
To dig, you can reach a Trapinch and Nincada or level until they learn Dig.
If u have a friend, ask a pokemon with dig or try to go to one and the same person.
